Negotiate development financing, deliver public projects and manage repayments across terms.

Open World in a regular presidency to negotiate a loan for the electricity grid, clinics or transport and market roads. Financing can bring forward delivery, but it creates obligations that follow the country into an eligible next term.

The lender labels, sums, rates, eligibility and compressed repayment calendar are invented game conditions. A World Bank-labelled offer does not represent a real offer, institutional partnership or forecast. This system is excluded from the Monthly Challenge.

From a quote to a signed facility§

  1. Select a lender and a public project. Opening a quote costs four political capital. A quote alone transfers no money and creates no drawn debt.
  2. If useful, request one concession for two capital: a lower annual rate or longer principal grace. Saved debt, trust and regional relations determine the response; retrying cannot reroll it.
  3. Read currency, interest, repayment and release conditions. Approval needs 55 Senate seats of support. A lawful briefing with the parliamentary liaison can provide temporary support.
  4. Confirm the signature and spend five capital. Only money actually drawn becomes debt. Cancel an unsigned quote without a transfer, or let it expire at the next game-month boundary.

Where the borrowed money goes§

Proceeds are ring-fenced to the chosen public project. They cannot enter the president’s personal wallet or directly pay an older loan. The relevant minister’s competence drives delivery; a tied contractor can slow it.

A conditional second tranche needs at least 40% delivery, institutional trust of 35 or more and no arrears. Completed projects can improve power, healthcare, growth or jobs. Debt already drawn remains due even if a project stalls.

A delivery inspection costs five political capital and can improve trust. It does not instantly finish a project. The ledger separates the historical amount disbursed in naira from the current exchange-rate value of remaining debt.

The monthly repayment clock§

Repayments settle once at the end of each simulated calendar month. The game accrues monthly interest on outstanding drawn principal using the annual rate divided by twelve. It pays older facilities first, interest before principal. Principal instalments follow the saved contract.

The debt-service reserve starts at ₦250 billion when the loan ledger is first used, with no backdated revenue. Fictional monthly provisions of ₦30 billion to ₦120 billion depend on saved growth, trust and security. Extra decisions within a month, side actions, replays and offline time do not multiply payments.

For a USD-denominated facility, the obligation remains in USD. A weaker naira increases its local debt value and the naira needed for repayment. A grace period still accrues interest.

Arrears, reallocation and restructuring§

Missed payments become arrears, damaging institutional trust and stability and increasing price pressure. Another policy or a completed project does not erase that obligation.

Once per game month, a reallocation can move ₦120 billion from other services into the repayment reserve. It costs six capital and one point each of healthcare and education, so paying creditors has a public trade-off.

A facility with arrears can be restructured once for six capital when trust is at least 25. Maturity extends by at least three months, principal receives a new grace month and instalments fall. Principal and unpaid interest are retained; restructuring is not forgiveness.

Debt carries into the next term§

After winning the first-term election and starting an unlocked paid second term, the same country keeps its loan balances, currency exposure, repayment age, arrears, maturity and reserve. A different decision count does not restart the repayment calendar. Unsigned quotes close at the transition.

The broader public-debt indicator includes the wider fictional economy. The negotiated facilities have their own ledger. Neither public debt measure is the president’s personal wealth.

An illustrative trade-off§

A clinic facility may improve healthcare once delivery completes. During construction, salaries, contractor capacity and tranche conditions still matter. If the facility is in USD and the naira weakens, the repayment burden can rise before the clinic benefits arrive. Compare those risks before signing rather than choosing the largest headline amount.
