How written proposals become saved consequences.

A policy decision is the main move in PRESIDO. You describe a proposed action; the game interprets its issue areas, ambition, funding and mechanism, then evaluates whether it can be implemented in the current country. A persuasive sentence alone does not guarantee a strong result.

The ingredients of a useful policy§

  • Problem: identify the public need or the priority incident.
  • Action: describe a concrete programme or change.
  • Funding: explain existing-budget reallocation, new revenue, savings, borrowing or another credible source.
  • Delivery: name an implementing body, a sequence and a realistic scope.
  • Accountability: include audits, milestones, beneficiary records or independent oversight where relevant.
  • Trade-offs: say who bears the cost and how vulnerable groups are protected.

An illustrative proposal§

“Repair priority substations in phases using audited reallocation from unspent capital projects. Publish contracts and monthly delivery milestones, and protect low-income households during the repairs.” This is an example of structure, not a universal correct answer. Its outcome still depends on the briefing, cabinet, economy and assessment.

Assessment and implementation§

The deployed analyst interprets the free-text proposal. The server then applies the game’s institutional, funding, capacity and outcome rules. Your report separates assessment, checks, implementation and changed indicators. These are different stages: an attractive proposal can be blocked or only partly delivered.

Limits, retries and timing§

Policies have a 12 to 1,200-character range. The public message is optional and limited to 500 characters. Review and request safeguards may temporarily limit more submissions. Failed reviews do not advance a policy decision. Wait for confirmation and retry carefully; a connection error is not proof that the country changed.

Historical results§

The record preserves individual decision reports and their newspapers. Later decisions and delayed effects can change the country again. A replay or shared headline remains tied to its saved result rather than rewriting the past with today’s figures.
